Ministry of Environment, Forest and Climate Change (MoEF&CC) notified Environment Relief Fund (Amendment) Scheme, 2024

A recent notification has amended the Environment Relief Fund (ERF) Scheme 2008, under the powers granted by Section 7A of the Public Liability Insurance Act (PLIA), 1991. This section mandates the establishment of the ERF to provide immediate relief to victims of accidents involving hazardous substances.

Key Amendments:

  • Administration: The Central Government now administers the ERF.
  • Fund Management: The Central Pollution Control Board (CPCB) will manage the fund for five years starting 1st January 2025, replacing United India Insurance Company.
  • Disbursement: The fund will be managed through an online portal developed by the CPCB, with disbursements made in consultation with the Central Government, following orders from District Collectors.
  • Investment: ERF funds will be strategically invested in public financial institutions and savings accounts to ensure quick access to funds.
  • Restoration of Environmental Damage: Funds will be allocated for restoring environmental damage caused by hazardous substances during their production, transportation, and use.
  • Audit: The fund’s accounts will undergo independent audits by auditors appointed by the Central Government from a panel approved by the Comptroller and Auditor-General.

The Prime Minister also emphasized the crucial role of ONDC in enhancing digital commerce.
